Professor Erich Shiners’ expertise includes labor and employment law, particularly in California’s public sector; administrative law; and arbitration.
Biography
Professor Erich Shiners has served on the California Public Employment Relations Board since 2018. Prior to his appointment to the Board, he represented and advised California public agency and non-profit employers in labor and employment matters. While his practice focused primarily on traditional labor law issues in both union and non-union workplaces, he also represented clients in sexual harassment, religious discrimination, retaliation, whistleblowing, and civil rights cases.
Shiners is a member of the Executive Committee of the Labor and Employment Law Section of the California Lawyers Association; he served as Committee Chair in 2019-2020. He is also a co-editor-in-chief of the Section’s publication, California Public Sector Labor Relations.
As a JD student at McGeorge, Shiners clerked for Member Wilma Liebman at the National Labor Relations Board in Washington, D.C., at the Agricultural Labor Relations Board in Sacramento, and in the Sacramento office of Weinberg, Roger & Rosenfeld, a union-side law firm. He also spent a semester as a judicial extern for the Honorable M. Kathleen Butz at the Third District Court of Appeal.
