Biography
Professor O'Malley served for more than 30 years as a senior fiscal advisor to the California Legislature. Working in analytical and then managerial positions within the nonpartisan Legislative Analyst's Office (LAO), Ms. O'Malley's work focused primarily on matters related to state and local finance, infrastructure, and employee compensation. At the LAO, Ms. O'Malley was the principal author of a wide range of publications, including reports on the property tax, the state's dissolution of local redevelopment agencies, and major shifts ("realignments") of state and local government responsibilities. She also developed, or supervised the development of, fiscal analyses for more than 200 proposed state initiatives and more than 50 state ballot measures.
